ELEMENTARY AND SECONDARY SCHOOL EMERGENCY RELIEF (ESSER) FUND

In 2020 and 2021, the Federal government passed three stimulus bills that provided nearly $190.5 billion to the Elementary and Secondary School Emergency Relief (ESSER) Fund. Funding was received by the states based on the same formula used under the Elementary and Secondary Education Act (ESEA) Title-IA funding allocation.   All states are required to distribute at least 90% of funds to local education agencies (LEAs) based on their proportional share of ESEA Title I-A funds, which factors in the District’s poverty ratios. 

In accordance with ESSER Funding, the District received the ESSER I allocation, applied for the ESSER II allocation, ARP/ESSER III and ESSER State Set-Aside allocations. Each allotment has permitted allowable expenditures, and the District will use available funding based on those parameters. Once a grant application is reviewed and approved by the Pennsylvania Department of Education, funds will be released to the school district after proof of the expenditures are submitted to the Department of Education on a quarterly basis.  

ESSER I

ESSER I - $259,494

As part of the Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, Congress established and appropriated a total of $13.2 billion for the Elementary and Secondary School Emergency Relief (ESSER) Fund.  ESSER funds are intended to support COVID-19 response efforts and may be spent on a range of allowable expenditures.  The District utilized this allocation for the following purposes:

These monies were approved, expended, and received in the 2020-2021 school year.

ESSER II

ESSER II - $1,213,650

The Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA Act) was enacted on December 27, 2020 and included an additional $53.4 billion for the Elementary and Secondary School Emergency Relief Fund.  Pennsylvania’s ESSER II allocation is $2.22 billion. Pursuant to Sec. 313 of the CRRSA Act. The District is utilizing this allocation for the following purposes:

ARP/ESSER III

ARP/ESSER III - $2,454,864


The American Rescue Plan (ARP) Act of 2021 will provide Pennsylvania with $5 billion in emergency funding to support the long-term work of education recovery.  Under the ARP Act, at least 90%, or $4.5 billion, of the fund will flow to eligible public school districts and charter schools. The District is utilizing this allocation for the following purposes:

ARP/ESSER III PA 7% Set Aside

ARP/ESSER III PA 7% Set Aside $190,798

The ARP Act allocated 90% of Pennsylvania's allocations directly to school districts and charter schools. The General Assembly and Governor Wolf determined usage for the remaining 10% of the total state allocation through Act 24 of 2021. In addition to $14 million reserved for PDE to administer and implement ARP/ESSER III, about $485 million was allocated to LEAs in four required set-asides: learning loss, summer enrichment, after school programs, and support for other LEAs.
